Mr. Billingsley has a strong voice for students. He believes all children deserve an equal opportunity to succeed in life. Mr. Billingsley is convinced that education is the key that unlocks the door to success, but far too many children, through no fault of their own, aren’t getting the education they need to make it in life. He is passionately committed to righting this wrong. He see the economic environment as a unique opportunity to provide critical strategic and operational direction to the overall fundraising operation as Star Shine Academy aggressively grows with remarkable potential to impact student achievement across the country.

He works with exceptional, experienced individuals to build and lead Star Shine Academy's national development operations function to enable our state affiliates to sustain their important work at scale and to raise sufficient national funds. Mr. Billingsley is a powerful advocate for students whose mission is to ensure that all children, regardless of their background, graduate from high school prepared for, and with access to, a college education.

Mr. Billingsley brings over 15 years of senior sales, marketing and general management experience to Star Shine. As a strategic thought leader he has a consistent entrepreneurial record of excellence in establishing and growing enterprises focused on both products and services. His focus is with strategies such as educating and empowering parents, teachers, and community members to demand excellent schools, advocate for effective local, state and national education policies and investments, ensure the policies and funding we advocate for reach classrooms and help students; and elect courageous leaders who will stand up for our priorities. Mr. Billingsley has a proven track record of developing and then ensuring the execution of a highly effective fundraising system in multi-site, geographically dispersed organizations.

Mr. Billingsley has been the Chief Executive Officer of Compass Financial since 2001. In such capacity, he has managed all Compass operations. Since 2007 Mr. Billingsley has consulted for Fortune 1000 companies in risk management and financial planning. He has offered advice in connection with complex financial planning, life insurance planning, property insurance planning, captive insurance planning, fronted and reinsurance programs, alternative risk management and associated tax issues. Mr. Billingsley regularly donates his time for charitable work and is married to his first love and best friend, Heather. They have three children. His family is the focus of his life.
